Two hardworking Imperium merchants and their four children have been imprisoned in the Autocracy, having been framed for smuggling. Luckily (maybe) for them, the Imperium is sending Lord Thomas Kinago to investigate. Thomas (last seen in 2011's View from the Imperium) is a scion of the royal family and a serving member of the Imperium Navy, but he is prone to extravagances and enthusiasms, such as his latest obsession with fortune-telling. Fortunately, he still has the unflappable Commander Parsons keeping him on track.
