Nine months ago, U.S. Marshal Lucas Davenport and Bureau of Criminal Apprehension (BCA) agent Virgil Flowers were both shot while working a case. Davenport is still on leave when he’s asked by the U.S. Marshal for the Minnesota District to look at a crime scene where federal judge Alex Sand and his two sons were shot dead at home. Davenport can tell it wasn’t a professional killing, but the case belongs to the FBI and St. Paul police. Weeks later, investigators are still spinning their wheels, so Davenport and Flowers take over. When they interview Sand’s widow, Margaret Cooper, she and a friend appear to be hiding something. They also seem to have access to BCA reports and know information they shouldn’t. Are the women suspects, or is Cooper trying to find the killer and enact revenge?
