Two hundred years in the future, America is divided into three kinds of settlements. The "Charters" offer secure, gated privilege. The "open counties" are dangerous and lawless. The Surrendered) keeps his imagined world plausible, though the story, told by a faceless resident of B-more, is more bleak than happy. B.D. Wong's narration is perfect for the B-morean: flat without a hint of irony and a slight Asian accent.
